The English-speaking community

Karmiel is a city of 47,941 residents (CBS, end of 2024) in the Beit HaKerem Valley in the Galilee, on the main road between Akko and Tzfat. It was established in 1964 as a development town. Nefesh B'Nefesh describes its English-speaking population as a few hundred olim. Most recent olim came from the former Soviet Union: 3,760 of the 4,450 who settled here from 2014 to 2023, against 168 from the US and 11 from the UK (Ministry of Aliyah). The Ministry lists four aliyah coordinators for the city, three of whom speak English.

The sources describe two English-speaking circles. One is Chareidi. An Anglo estate agent wrote in April 2021 that the kehilla numbers over 200 families, 30 to 40 of them Anglo, and Nefesh B'Nefesh's Chareidi guide (updated January 2024) says Amichai Bais Yaakov Elementary School serves as the community school for many Anglos.

The other circle is older and social. Kehilat HaKerem, the Masorti congregation, described itself in 2017 as about 70 member units, with members from Great Britain, South Africa and the Americas among others; we found no newer account. A Nefesh B'Nefesh blog profile from about 2017 describes an English Speakers' Club with a canteen and a library, monthly entertainment events and 150 members. ESRA's own site lists a Karmiel-Misgav branch of ESRA Gold, which brings together English-speaking retirees, with monthly Meet & Greet mornings.

Where people live

  • Ramat Rabin

A Nefesh B'Nefesh blog profile from about 2017 says many English-speaking olim live in Ramat Rabin and the Old Center.

  • Dromit, for Chareidi families

Nefesh B'Nefesh's Chareidi guide says the Anglo community is concentrated in Dromit, the Rabin area and parts of Makosh. The 2021 estate agent calls Dromit one of the two main areas where the frum community lives, and where its schools are.

  • Other olim neighbourhoods

Nefesh B'Nefesh's current guide lists ten neighbourhoods for olim: the Old Center, Dromit, Sagi, Te'ene, Ramat Rabin, Makosh, Megadim, Hadar, Givat Ram and the Irisim. It says all affiliations and neighbourhoods are diverse.

  • Who lives here

Wikipedia says most immigrants since 1990 came from the former Soviet Union and that the city also receives significant internal migration of Haredi families. In the 2022 census the most common household described itself as secular.

  • Chareidi schools Anglo families use

Nefesh B'Nefesh's Chareidi guide says Amichai Bais Yaakov Elementary School serves as the community school for many Anglos, that the Chafetz Chaim Cheder includes numerous Anglo families and the Torah VaDaas Cheder several, and that there is one girls' Bais Yaakov high school offering Bagrut and one yeshiva ketana for boys.

  • English-language schools

We found no school or gan in Karmiel that teaches in English or names English support. Ask the municipality's absorption department and the schools themselves.

  • Hebrew for adults

Nefesh B'Nefesh lists an absorption centre at 3 Nesi'ay Yisrael Blvd. and Ulpan Karmiel at 105 Tzahal St.

  • By train

Karmiel has its own station, 1.6 km in a straight line from the city's centre point. Every train figure on this page is from it.

  • Health care

Nefesh B'Nefesh says all the health funds are represented and gives the nearest hospitals as the Galilee Medical Center in Nahariya, 31 km away, and Ziv Medical Center in Tzfat, 33 km away. Its Chareidi guide mentions English-speaking practitioners without naming them.

  • AACI

We found no AACI branch in the north. AACI's contact page lists its Jerusalem and Netanya offices for counselling appointments across the country.

The downsides

  • Far from Tel Aviv, no train to Jerusalem

The fastest direct weekday train takes 101 minutes to Tel Aviv Savidor and 111 to HaHagana, with 8 direct trains that day, and there is no direct train to Jerusalem Yitzhak Navon (Ministry of Transport, 14 Oct 2026).

  • A Russian-speaking immigrant city

Of the 4,450 olim who settled in Karmiel from 2014 to 2023, 3,760 came from the former Soviet Union, 168 from the US and 11 from the UK. Canada, South Africa and Australia are not counted separately, so US and UK together are a floor for English speakers, not a total.

  • You will need Hebrew

The Anglo estate agent wrote in 2021 that most Anglos in Karmiel came without really knowing Hebrew, and that it is not like other places in the country where a large share of people know English and you can get by without Hebrew.

  • Thin, dated record of Anglo life

We found no English-speaking Modern Orthodox or Religious Zionist shul. The Masorti congregation's numbers are from 2017, the English Speakers' Club's from about 2017 and the Chareidi Anglo count from an estate agent in 2021. Nefesh B'Nefesh's "a few hundred" is the only current figure.

  • Prices fell over the last year

The median recorded sale over the last 12 months was ₪1,248,900, 4.9% lower than the year before, new and older homes together (nadlan.gov.il, 20 Aug 2026).

Who should pick Karmiel, and who should not

Pick it if you are

  • Chareidi families who want an Anglo circle of a few dozen families and Bais Yaakov and cheder places other Anglos use.
  • English-speaking retirees who want a club and ESRA activities in English.
  • Buyers who want a home for well under the national median and do not commute to the centre every day.

Look elsewhere if you are

  • Daily commuters to Tel Aviv or Jerusalem.
  • Modern Orthodox families who want an English-speaking shul.
  • Anyone who wants to get by in English.
  • Investors buying for price growth: the median fell over the last year.
